Briefing on Non-Domestic Tariff Framework

Non Domestic Project

  • Background: The process of Irish Water taking control of non-domestic billing is currently ongoing. Previously there were 44 distinct billing authorities in control of billing approximately 189,000 non-domestic customers. Each local authority set its own tariff levels, categories, methodologies, applications, billing arrangement and billing cycles. There were over 500 tariff arrangements in place for water and wastewater services.
  • The non-domestic water tariff framework will put in place a new structure for charging nondomestic users with a harmonised tariff structure nationwide. An updated tariff structure is in line with Irish Water’s aim of providing the same level of service to non-domestic customers across the country.
    • Harmonised tariffs will be developed across four categories:
    • Metered customers – water and wastewater charges
    • Unmetered customers – water and wastewater charges
    • Mixed Use – water and wastewater charges
    • Trade Effluent Charges – Section 16 licences

Non-Domestic Water User Group

  • The Commission for Energy Regulation (CER) recently established the Non-Domestic Water User Group to engage with business organisations and other stakeholders on what is important non-domestic water customers and to provide updates to industry on upcoming regulatory policies that may impact non-domestic customers connected to the water and wastewater networks.

Feedback

  • There are many factors for both Irish Water and the CER to consider on how best harmonised non-domestic water tariffs will be implemented across Ireland. It is important that throughout the consultation phase in 2017 that Irish business has input into the final tariff structure.
  • Chambers Ireland represents the views ofthe Irish Chamber Network on the non-domestic water user group. There will be an ongoing opportunity to input feedback from business. Chambers Ireland will be issuing calls for input from the membership at key times during over the course of 2017.
